Since Power Virtual Agents became Copilot Studio, the licensing model has been $200 per month per tenant (US pricing on annual plan; also available month-to-month at $20 per month per tenant). The license comes with a capacity of 25,000 messages per month. Additional messages can be purchased, although the pricing for these is unclear. Within a tenant, each user who needs to create Agents must have their own $0 Copilot Studio user license (yes, free, but requires the aforementioned SKU).

At the Ignite 2024 Keynote, it was announced that in December there will be another licensing option for Copilot Studio, and this one will not have any fixed per month price. Basically, the base SKU will be free, and users will pay a capacity or usage-based license fee. No other specifics were announced.

Reducing this barrier to entry will make it easier for aspiring Copilot creators to start creating production-ready Agents.

If you don't want to wait until this new plan becomes publicly available, you do have some alternatives to start trying out Copilot Studio for free today:

  1. Sign up for the free Community Plan with this link: https://apps.powerapps.com/community/signup
    • You can create Copilots all day long but you cannot publish them for production.
  2. You can also sign up for a 30 day trial, which can be further extended for another 30 days. After the trial expires, Agents continue to work for another 90 days.
